Main Duties
This role is a pivotal role within the Financial Accounting Team. The role is required to lead the financial accounting team comprising of 4 members. We require the senior financial accountant to lead the business critical work of the preparation and collation of the Annual Report and Accounts 2022, and the Annual Audit (including the SG consolidation process). We also require them to lead on the process of overall challenge of monthly budget monitoring, leading the financial accountant in that process and reviewing the financial modelling done by the team, and reporting this to the Finance Management Team, and ultimately core Scottish Government. The post-holder is also required to prepare financial reports for presentation to Senior Management Team. If the post remains vacant there is a significant risk to the completion of the Annual Report and Accounts by the statutory deadline and to the successful completion of the Annual Audit 2022-23, thus risking a qualified audit report.
The post also leads on the overall review and challenge of the Administration budget, thus facilitating the financial aspects of workforce planning exercises, and the review and implementation of new technical accounting guidelines without which we once again raise the risk of qualified accounts.
This post is also overall lead and support/challenge for the Accounts Payable Team of five colleagues, who are responsible for paying invoices and meeting SG Payment Performance targets. The post has overall responsibility for the Roads Accounting system, which is used to record and evaluate the £23bn asset which appears within the Balance Sheet. If the post remains vacant, there is a significant risk to the efficient running of the Financial Accounting Team, to the co-ordination of budgetary control processes and to the production of an unqualified set of Annual Accounts, as well as a potential negative impact on the support for Payment Performance.
