MMP Consultancy currently have an opportunity for a Senior Building Surveyor to join a Housing Association based in Basingstoke. This will be an interim role paying £35.70/h Umbrella.

Role Purpose

To contribute to the maintenance and improvement of my clients property portfolio to ensuring that the requirements of various plans, policies and procedures are met.
To undertake capital and revenue project investigations and evaluations creating business cases, options appraisals and recommendations; contribute to the development of the BDBC estate and collaborate with capital project managers and senior officers.
To manage the repairs and maintenance capital projects portfolio; working in conjunction with the FM 'service integrator' acting as the 'Intelligent Client' with regards to specifications, cost approvals, and delivery to ensure quality outcomes for my client and there Residents.
To support delivery and management of my clients repairs and maintenance/FM contracts and to act as lead officer in the professional discipline
To act as the lead officer in the professional discipline (building surveying) for my client.

Main Responsibilities

Contribute to the rolling programme of condition surveys, the maintenance of building condition data, and the accuracy of building mechanical and electrical asset data.
Liaise with stakeholders, occupiers and tenants regarding my clients repairs and maintenance programmes and capital projects.
Input into property reviews and feasibilities re lifecycle costings, potential property use and options.
Ensure all works are carried out in accordance with my clients policies and procedures, including Financial Regulations, Contract Standing Orders and Contract Procedure Notes, the Procurement Strategy, Asset Management Policies, lease requirements, Health and Safety legislation and other relevant legislation, regulations and codes of practice e.g. asbestos regulations, CDM etc
Act as an intelligent client in the preparation of specifications and contract documents for repair, refurbishment and alteration as well as planned preventative maintenance schedules
To provide support in the management, monitoring and review of my clients repairs and maintenance and FM contracts
To manage the work of the estates assistant on a day to day basis ensuring that all targets are achieved

Key Tasks

To undertake inspections, condition and other appropriate surveys to identify the extent of repairs required for the preparation and maintenance of my clients planned maintenance programme.
To provide budget estimates, both capital and revenue for all planned and reactive maintenance, improvements, upgrades or alterations required for the preparation of the Capital Programme, Budget Strategy and my clients Asset Management Plan.
To prepare specifications and tender documentation and where appropriate obtain quotations for works and services.
To evaluate tenders and quotations and recommend the appointment of suitable contractors and consultants.
Where appropriate raise purchase orders for the procurement of works and services.
To monitor the progress of works and services and to certify when works have been satisfactorily completed and to certify the payment of contractors / consultants invoices and fee accounts.
To provide support and guidance to the contract manager in respect of hard FM contract management, monitoring and review
To ensure that all properties are maintained and that all works are carried out to the requisite standards and in accordance with all relevant, policies, procedures, regulations and codes of practice and in particular to ensure full compliance with Health and Safety Legislation
To maintain proper and accurate records of all works undertaken and to contribute to the maintenance of my clients property records
Support the development, implementation and use of management information systems
